How do airlines get into "oversold situations" and make people give up seats?

Ok so all, or most airlines have pre assigned seats and so you know what seat everyone is sitting in. If you know you have 49 seats in a plane, why would you sell 51?

Will Contintental Airlines give me a refund if I cancel a flight two weeks in advance to the scheduled flight?

I’m considering canceling a flight ticket two weeks in advance. Does anybody know Continental Airlines’ policy when it comes to this? What is the fee and how much of my money will I be able to be refunded?

What airlines allow you to fly to Canada and back to the states with a permanent resident card?

Instead of a passport? Someone at the Canadian consulate in chicago told me that canadian citizens residing in the us that go back and visit canada are ok for travel and don’t need a passport if they have a permanent resident card?
